Is there a difference between a standard amd r9 390 and MSI r9 390 and if there is which one is better ?

The standard GPU is more of the generic model; nothing special about it. With the other card, MSI actually manufactures it, and builds it with "Military Class III Components." Though, the most important thing is the cooler; it helps keep the card cool, and will help it last longer. You can go to MSI's spec sheet for the specific card and see all the perks of their brand. All manufacturers (or brands) have different perks. A lot of manufacturers have already OC'd the card, which will improve performance. Some manufacturers are better than others, like Sapphire (personal opinion).

It's always better to go with a branded card.
