All the comments about previous naming conventions and comparisons to Nvidia naming scheme are interesting, but I look at this a completely different way: The current XX00 naming only allows for one additional "modifier" to the name, specifically the last two digits are really a single modifier such as XX10, XX20, XX30,.. and so on. The X0X0 convention allows for 2 modifiers in the name such as X1X0, X1X1, X1X2, X2X2... and so on. This allows them to distinguish performance or features without requiring an alphabet soup of additional characters as a suffix to the name. This may not be what they had in mind, but my brain likes to organize things in this way.
 
I dont see RDNA 3.5 being competitive with RTX 5000 laptop series cards. This would mean an even longer wait before we get RDNA 4 in handhelds...
From leaked benchmarks, if they are to be believed, the RX 8060S is on par with an RTX 4070 (mobile).
Both are slower than a desktop 4060Ti or B580.

The key aspect of the RX 8060S will be memory allocation. If given 12~16GB, that could improve 1% lows, frame-gen, and RT by enough to eek out a solid choice.

But this all depends on price point. If the gaming laptop is priced $1500 or higher, it'd be a tough choice. If it were $1000, it'd be a no-brainer.

seems a bit silly Unless Nvidia has the naming rights upto the 80x0 ..

That said im not sure what AMDs play is on this red gaming tech is reporting though there leaks they will do 9040 9050 9060 and 9070 ..

So is it to trick customers into buying AMD ( doesnt seem likely for anyone switched on )

Does it mean the best card in the new AMD line up will match with the 5070 ??

because if you want to go down that numbering scheme people by default ( myself included ) will be asking so if Nvidia do the 5070 is AMDs 9070 going to be its direct competition ???

I mean if i was going to start taking Nvidia's naming scheme i would name my competition to directly compete with the last digits so my high end ( obviously AMD is not doing high end ) but 9090 9080 9070 and so it would line up with Nvidia's stuff !!
I highly doubt the 9070XT will be competitive with the 5070. Maybe the 5060.

From leaks thus far it seems it's on par with 4070Ti (unlikely super), if so, it should be as always for the bean counters in AMD... slightly inferior performance to the competition, same price, resulting in poor sales..
