AMD RX 480 on Dell T5500 - Windows has stopped this device because it has reported problems. (Code 43)

I have just got my AMD RX 480 on my Dell Precision T5500 Workstation.
BIOS Upgraded to latest (version A16 from Dell), and I am running Win 10 64-bit Professional edition.

Driver installation fine, I can see the fan of the card moving so I believe power is connected properly. And I checked the T5500 service manual the card is installed on the PCIe x16 slot so everything looks fine.

However the windows device manager report problems on the device and shows

Windows has stopped this device because it has reported problems. (Code 43)


I checked the installation log of the driver and it reports this which everything looks okay....

Then I tried uninstalling anti virus, shuffle the card slots / power cables, downgrade/upgrade BIOS, removed all display devices and use AMD "autodetect.exe" (It can see my machine having RX480 even with drivers uninstalled) to install. I still have no luck.

Now I am stuck at using Basic VGA...

Any ideas? Or how can I read more details from the driver log to get an insight?

Thank you for everyone's help.
The problem is resolved. I have taken these steps:
(1) Uninstall all drivers, also used "Display Driver Uninstaller" to ensure everything is clean.
(2) Reboot machine and make sure it is "Basic VGA Adapter" in device manager.
(3) Power off machine. Plug one of the original (The original Dell T5500 comes with two) NVidia Quadro NVS 295 cards and connect the monitor cable to the NVidia card.
(4) Power on machine, install Nvidia driver. Reboot
(5) Ensure NVidia card working properly. And then install the AMD driver, and reboot.
(6) Check the device manager again. Now I have two device: one is Quadro and another one is RX480 which both are working fine...
(7) Power off machine and connect the monitor cable to...


try a different one if you have other 6pins
 
I tried different 6 pins also different pcie slots.

The problem is that I don't have another PC to try this and see if it is hardware problem or software problem...

Is there any way to see into details of this code 43 errors such as logs etc?

Thank you all. Yes I have plugged video (display port) to the card. Dell T5500 doesn't have onboard graphics card. And the driver reports problem code 43 even I just start the machine so I think I haven't hit the problem of drawing too much power yet.

What I worry most is that the Dell's A16 BIOS is not UEFI.. And it is pci-e 2.0... But I have seen people installed R9 290X on this machine so I sort of assume (in a naive way) that RX480 would also work.

I found this method because some other people posted a problem back in 2012 having error code 43 problem with AMD driver and he eventually reinstalled the on-board intel graphics driver and then AMD driver to fix it.


Honestly i don't know if this is Dell's problem or AMD's problem. The net result is my AMD card needs its rival card to help running... LOL
