Question AMD Ryzen 2200g only using 15 watts

I have a Ryzen 2200g on a gigabyte GA-A320M-S2H with an 500 watt power supply. My dedicated GPU is a powercolor RX570 4gb. HWinfo is giving me a max package power of around 15 watts drawn at 100 percent load on the 2200g. This is what I believe is causing stutters in every single game which make them unplayable. Can someone explain if this is right even though I've seen online it using over 50 watts. what can I do to fix it?

500 watt is the advertised wattage of the PSU, what is the make and model of the unit and it's age?

That cpu has a tdp of 65 watt.
Maybe the reading of that programm is wrong or shows something else?

Did you change settings in bios or windows?
Is energy mode "balanced" activated in windows? Recommended

I've tried these 4 things to no avail.

1.Please perform the load default settings of your bios. For instructions on how to reset your motherboard BIOS to default settings, please refer to your motherboard manual or system documentation.

2.Please update your system bios to latest bios version F56b. If necessary, please seek assistance from your motherboard manufacturer.

3.Please perform the clean boot of your OS.

4.Please run the AMD Cleanup Utility and uninstall the previous driver and then install the latest graphics driver version 23.4.3.
