Even if these chips do overclock a little better, and that is possible, You will have to pay a higher price for them. If you wanted to buy the pro 1700x for average use such as gaming/Content creation I think it would just be a better idea to buy the 1800x because it has a higher clock out of the box anyways. Either that or buy a normal 1700(x) and just overclock that since it will most likely go to the same clock anyways.
 
These are specifically designed for enterprise type use, and their extra features will be completely worthless to any home/non-corporate user.
These sound similar to what Intel did with the Core2 line with S suffix for cpus (Q8400s) which were basically the same CPUs but just operating at a lower TDP because they were slightly higher quality.

When you're a big corporation, energy costs matter, so the lower CPU energy usage is a worthwhile factor over 5-7 years of use. (When you multiply it by 500-1000-5000)
