Question AMD SAPPHIRE vega 56 PULSE crashes

I purchased recently a Sapphire Vega 56 Pulse Gpu and I am having issues with some demanding games like Total War Warhammer 2 and Battlefield 5. After some time playing the game my screen would turn into a sort of an old static tv monitor with different color pixels (OneDrive link of a picture showing my monitor: https://1drv.ms/u/s!AjzhVqwNPj-nnPUnInpo3XiTJLqm0w). I have checked for temperatures and they hang around 75 degrees Celsius. I have the latest AMD drivers installed (GPU-Z screenshot: https://1drv.ms/u/s!AjzhVqwNPj-nnPUoAGI4gBG8OVppbQ). Is this a gpu related issue or a psu issue or is it a software issue. Any help to resolve this issue will be appreciated,

I reinstalled windows deleting everything after I installed this gpu.
My system specs are:
MB: ASROCK X370 GAMING K4
PSU: Thermaltake Smart SE 730W (I HAVE IT FOR 5 YEARS)
OS: WINDOWS 10 FALL 2018 UPDATE
GPU: Sapphire Vega 56 Pulse
CPU: RYZEN 5 1600 3.2GHZ
RAM: 16GB

Yeah, it's not likely to be a software issue - especially if you've reinstalled Windows.

I would start the RMA process. No harm in checking an alternate PSU, as that SE isn't great.... but it's highly unlikely to be causing the issues you're seeing.

It doesn't happen in all the games I played 3 hours straight of resident evil 2 remake with no issues in 1080p max graphics. I noticed that the gpu clock was around 1000mhz. this crash happens when the gpu is constantly near its maximum clock for half an hour constantly.

Yeah, but that's why its hardware failure. The card is designed to run at its max clocks and if it artifacts like that at its max clocks then its not performing as designed. Also Vega 56 is well know to be a great OC card and if your card cant even handle stock clocks, it has real hardware defects. 730w is plenty to power this card. But if you want try a different PSU.

there is one strange thing that I just noticed:
in sapphires website the boost clock speed of this card is 1512 MHz (http://www.sapphiretech.com/productdetial.asp?pid=19E343EE-46D4-45E8-9E3E-1693AB30DF14&lang=eng) but my default clock is 1590mhz. also the official bios from techpowerup website is also at 1590 MHz (https://www.techpowerup.com/vgabios/201600/sapphire-rxvega56-8192-180315). What is going on here?
Anyway I ordered yesterday a new psu (thermaltake Toughpower Grand RGB 850W Gold) and I am expecting it to arrive in two weeks.

i think that's most likely an error on sapphire's site 1590Mhz is completely reasonable on a Vega 56. But you could Try lowering the boost clock to 1474Mhz, which is the AMD reference clock speed, and see if that solves your problem.
