thus far only XFX does that, at the condition of registering the card when you buy it new, and send a message to the support asking for "permission"

No. AMD's warranty policy will be the same as it has always been. They do acknowledge that some users may want to overclock or modify their products, as they are the user's property from the moment of purchase. Generally speaking, AMD is very supportive of tweakers.
