Go into your BIOS, find the setting that says 'CPU Front side BUS' or 'FSB Speed' or something similar. it should be under an option saying 'Advanced Chipset Features' or similar. It will be set to 100Mhz. set it to 166Mhz.

If you're memory's PC2100 or below then you'll need to fiddle with the memory ratio too.

Honestly though, I'm seriously shocked at how many posts there are regarding this single 'problem'... *sigh*

Ok - blue screens when running at rated speed... so...

a) what HSF are you using, and when you fitted it, what thermal Interface material did you use (Arctic Silver III, a little thermal pad that came already stuck on the HSF)
b) what is your VCore set at in BIOS?
c) What, precisely, is your RAM (PC2100, PC2700, etc.)
d) What Power Supply are you using?

[EDIT]
e) What's your CPU temperature when it's running? (at 1.25Ghz)

Nothing (except maybe BIOS update, OS decay) matters if your CPU does not function at its rated speed. RMA is the only solution.
