8 performance cores needs to be easy to get to, if not the minimum. After that, slower cores are going to be fine for most. This is at least true until a couple of years after the release of next-gen consoles.
Intel seems to be scaling back on P-cores, at least for laptops. The Gen 12 to 14 (i.e. Meteor Lake) laptop dies topped out at 6 P-cores. In Lunar Lake, Intel is ratcheting back even further, to a max of just 4 P-cores.
