Did you set up a static IP address on the router for the laptop?

The Static IP address should be outside the router's allowed DHCP IP address range and reserved for the laptop via the laptop's MAC.

Also, ensure that only one network adapter is enabled on the laptop. You are using wireless per the posted image. Disable the wired adapter.

Heya,
Firewall is off, there are no multiple routers, I already checked the tool multiple times. I'm abroad right now so this new ISP probably has different things. It's strange because if I insert the same information on the router at home it works perfectly. Do you need more info? Thanks.
 
Try a different external port. Some ISP's block certain ports for some reason.

Also, are you sure you're typing in the correct WAN address?? You should use a dynamic DNS(DDNS) to update the reference to your WAN address on a regular basis. Unless you have a static IP with your ISP.
