Question An unusual question about Photoshop

Hi, this might be kind of a weird question, but I hope someone knows the answer, if there is one.

I had a vendor create a high resolution copy of a drawing for my use. He used Photoshop. As output, he gave me a .png, and a .psd file.

I do not have, nor do I know how to use Photoshop.

In my drawing, there is a prominent section that is blue in color.

What I want to know is, using the .psd file, but without Photoshop software installed, is there a way to find out the encoding (RGB and/or CMYK) of that blue color in the file?

(I'm thinking, for example, of some read-only freeware, with simple tools to query the color code within the project, or as a totally different idea, a way to open the whole mess as text, and then do a character search for a certain string that someone might know.)

Any ideas are welcome, thank you!
