Is this going to be another one of those things that only applies to apps written for that API level? If so, it's useless.

Edit: fixed it so I wasn't saying the opposite of what I meant.

from what this line says (in my understanding) is they HAVE to support the new api so it will effect all apps on the store.
 


Only new or updated applications will have to support it. Existing applications that are never updated will not. Furthermore, if your device doesn't support API level 28 (ie. you're running Oreo or earlier) then it won't benefit you anyway. You'll just get the old behaviour.
