Question Android phone not recognized by Windows 10 computer - MTP Issue?

I have a Dell G3 with Windows 10 version 19042. I am unable to transfer files between my Oneplus phone and laptop. When I plug in the USB 5.0 cable connecting my phone to computer, it only charges the phone and does nothing else.

I understand that this one must be tough, but is anyone willing to give it a shot with some good guesses? Who knows, you could be right.
