(android)phone says i have 26gb free but cant install a single app!

hello, i recently purchased a phone from wish.com. it was a JIAKE 8-Core Smartphone 5.0 Inch 4G+32G Android 5.1 it is suposed to have 32gb internal storage but any time i try to install a app it says `insufficient storage' but how is that possible when i have 26gbs free! i have searched onlinefor any ideas but they are all mainly saying clear cache but that simple does nothing i tried uninstalling google play to the old version still does not work anyone know whats going on here?

Tried a factory reset? If you have all your stuff saved to google account all you lose is time, might make phone more responsive as well.

yeha i have tried to factory reset it but its the same and there is not usual phone set up for 1st time either like language,name ect just goes off and on but the phone is pretty much empty nothing on it brand new

They can fake the internal storage figures so maybe its almost full but showing 23gb that doesn't exist.
