annoying msi gtx 970 heating problem with sli

Hi guys i have 2 msi gtx 970s in my machine. My gripe is this with the second card overclocked in afterburner just by 38mhz "to fix the voltage balancing" when i run a benchmark even though my boost is still well under 1400mhz my 1st card is heating up to by 70c soon as it gets 70c the voltage drops which then gives me lower bench scores. Should my card be running this hot at near stock speeds keeping in mind that my first card is the one going by 70c the second stays around 65c my first card is only running at straight stock speed. I have adjusted the fan curve so that it runs 100% at 70c but it wont drop the temp below it annoying.
 
By first card, do you mean the one on top? Heat rises, the top card will always run warmer no matter the make/model this is perfectly normal and is to be expected. You could add more case fans to help with air flow, what is your case/fan configuration?

yes the first card is above the second however should the stock speeds be as hot? 71-75c is causing the card to throttle the voltage there which is extremly annoying for performance stats
 
When you have two cards in your system your top card is using the hot air that is coming off your bottom card to cool it, causing temps to be a good amount warmer (normally 5-10c higher than the bottom card), That seems like a very reasonable temperature for stock speeds of that card (giving its location in your case). What case are you using? If your case has a spot for a fan on the side you should put one there as intake, if you have a spot for fans on the top of you case you should put some there as exhaust this should lower your GPU temps by a few degrees.
