In all jurisdictions I am familiar with, protesters are prohibited from blocking access to a business or organization to people who work at, conduct business with, or otherwise wish to access the business or organization being protested. DDOS attacks, by definition, block access; ergo, they are not a legal form of protest, period, end of discussion.

"Meh, if legal corruption (aka, Lobbying) is possible, I don't see why the heck not this can't be." Because in this situation the manifestant is never known.
