Another 970 or get 980 ti?

I have a gtx 970, I want to know if I should buy another 970 or go with a 980 ti and give this card to my friend instead of him getting a 960. He plans on playing fallout 4 at 1080p with high settings. I plan on going to 1440p with 144hz, bearing in mind that I can only get one ti, is it better to just save up for the ti? Or just get another gtx 970?

The performance will be similar between 970 and 980ti. I would recommend getting a second 970 as it will be more expensive to get 980ti and the performance of the 980ti won't be any better on average.

You add one more gtx 970 and let him get the gtx 960, the gtx 960 is capable of 60fps 1080p at high settings.

There will be some more heat, I am currently sitting with two case fans and on idle my card is sitting at 60 on idle according to speccy, which is weird because with 5 fans it sat at the same temp. But 60 on idle and 70 on load is kind of weird. Would I need to get more case fans if I got a second one?

No you won't need to. Your video card is doing great at 70c.
