Question Another "Not all Memory Usable" Problem

I know this question is all over the internet but I cannot find a solution. My computer in system settings reports 16.0 GB of ram yet only 15.8 GB is usable. I know this is a very small amount that is not usable but I would still like to have all my ram usable since I paid for it. In BIOS it sees all 16 gigs and I have checked under msconfig to see if there was some weird ram limit but there was not. Also I read I needed to enable "Memory Remap Feature" in BIOS but that is already enabled.

You're worrying about 1% of your memory being unusable?

If you get within 200MB of filling up your system RAM, you need more RAM anyway.
Well I would prefer if all my ram is usable. A normal computer doesnt even have this issue so how can I fix mine to be like that? I am not worried about it but I still would rather not have the issue.
