This is my 5th post asking if my PC will run ARMA 3 :)

feel like you don't really cater to OPs needs here, keeping a high CPU and somehow increasing GPU budget is impossible on $600... FXs are outdated and arma 3 is quite cpu intensive; you could get away with haswell but that doesn't...
no it'll do 42 fps at average fps.
save up another $20 and get the build listed below; it features improvements across the board.

Is there any way to reduce the price but keep the power? I have a $600 max budget (I went over with my build), so if there is anything I can do to reduce the price, it'll help. Or, if you have a $600 maximum build you really like, please send me a link.
 
Kepp the 8320 if you like amd and replace the 750 GPU with a R380 or R280x and you will be fine ...... The gpu in your build is the weaker link and the 8320 can be overclock like a 8350 easy its unlocked since you have a budget... If you went with the skylake build you pay more for the intel chip the z 170 board and the DDR 4 memory and the 950 card in that build is a very week Gpu as well its more less a rebranded 750 even the 960 would be better but its actually slower the a R 280 card from AMD.....

the 950 is leaps and bounds over the 750ti. the 750ti is about the same as a 265 w/o OC; the 950 is close to the 270X (an OC (270).

OP i've cut it down to $607, it should do 50 fps on arma 3 1080 very high settings.
