Antec NeoEco II 450W vs Corsair CX500 for light gaming

Hi! i plan to build a light gaming/software development PC with this spec

i5 6500 3.2Ghz
MSI H110M VHL DDR4
VenomRX DDR4 19200 1x8Gb (yes, single channel)
WD Caviar Green (already owned)

this pc will be used mainly for software/graphics development (Android Studio, Visual Studio, NetBeans, VMware for virtual OS, Unity engine and Blender)

i'm concerned about Corsair CX500 because there is a lot of bad review about this PSU, while some writings suggest about Antec NeoEco.

and i plan to add a GPU, but i still dont know what to add, maybe a GTX 750 TI or a GTX 1060

Which PSU will be better? And will playing modern games (such as AC:Syndicate & Overwatch) stress the CPU?
oh and i have an electricity problem in my house, most of the time the voltage goes down under 200 Volt so will there be any problem with the PSU? Considering that both PSU can handle 100-250 Volt input.
