Feel both the cooling hoses and see if both feel warm or if one feels significantly hotter/warmer than the other. Double check the cooling fan to make sure it's not vibrating or hitting anything like wires. Gently place the tip of your finger against the water block while it's running and see if you can feel vibration coming from the block.
If it's not the fan then it's likely the pump itself, it could have an air bubble stuck or the pump may be failing. Try removing the radiator from the case and gently shake it (not too hard, don't yank the tubing if the water block is still mounted to the cpu/mobo. It might shake any air bubbles loose and work them into the top of the radiator.
If none of those things work consider warrantying the cooler if it's new enough that it's still under warranty. Worst case you may need a new cooler if the pump bearings have deteriorated or the pump has somehow failed.
Sorry for late reply, I was gaming on the PC when I heard a noise from the cooler, I instantly turned the PC off and decided to clean it, I used water to flush the dust out in the fans and heater, fans are working , I put everything back together and put it in the PC, with new thermal paste, but now it makes watery fridgy noise and overheated (goes higher than 100degrees)
