It's best to build your own check out a site called pcpartpicker.
My recommendation is go cheap on CPU and mobo a Intel pentium plus a b75 mobo is like 140 then get a AMD 7970 for like 279 on newegg

Buying a pre-built will not get you there. You're gonna have to build it to play 1080p on medium for around that price.
PCPartPicker part list: http://pcpartpicker.com/p/mW9F
Price breakdown by merchant: http://pcpartpicker.com/p/mW9F/by_merchant/
Benchmarks: http://pcpartpicker.com/p/mW9F/benchmarks/

CPU: Intel Core i3-3220 3.3GHz Dual-Core Processor ($119.99 @ Amazon)
Motherboard: ASRock H77M Micro ATX LGA1155 Motherboard ($69.99 @ Newegg)
Memory: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory ($35.99 @ Amazon)
Storage: Samsung Spinpoint M7E 320GB 2.5" 5400RPM Internal Hard Drive ($59.99 @ Newegg)
Video Card: XFX Radeon HD 7870 2GB Video Card ($229.98 @ NCIX US)
Case: NZXT Phantom 410 (White) ATX Mid Tower Case ($99.99 @ Amazon)
Power Supply: Antec Basiq Plus 550W 80 PLUS Certified ATX12V Power Supply ($54.99 @ Newegg)
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($17.99 @ Newegg)
Total: $688.91
(Prices include shipping, taxes, and discounts when available.)

Change the case for a cheaper one if you want, or change it to a CM ATX case for good airflow. If you do change it, you could add the money somewhere else like the cpu or something.

The 7870 is overkill and I could link a prebuilt computer that is able to meet his requirements. Tax or shipping depending on the model puts it over 700. 60FPS on medium does not require too much.
In your build a 7850 would be better. You could put the rest into a 7200RPM HDD and maybe a little on the mobo. A $100 case in the build is high, 50 is fine. that leaves room for an i5.

Stopped reading when I saw prebuilt. Just stop right there. Read over what you just put, and change your grammar. I wouldn't take any advice from a 8 year old.

And also, 7870 is overkill? How do you know what his resolution is? Or if he's using multiple monitors? I put the best build for his budget.

Maybe he is using multiple monitors. You are right. $100 on a budget build is a lot for a case though. $50 is better for the budget My personal suggestion would be the antec one.

Also this is in the prebuilt section. For medium settings on a single monitor at 1920x1080 or less you could find a prebuilt for around 700. The problem is tax or shipping both are expensive. The best I could suggest that is in the budget is a $700 machine with a 7770.
It doesn't pull 60fps but its close on medium.

EDIT: ya my grammer was terrible, sorry about that. Also my hands got off the right keys at one point.

What Ichrisk said is true. Both the computers we suggested would be slightly over budget(after shipping). The computer I listed was open box and had a much better processor. His has a better graphics card. Both would be good choices.
