[SOLVED] Any idea what could be causing this texture issue?

I've pretty much given up on trying to fix it. Youtube videos, images, or anthing with generally small textures has very obvious just messed up shadows / shimmering or is just straight up super blotchy. The problem has been replicated on 3 different GPU's (GTX 960 / 980TI / 1660S) and i've replaced my entire PC, aside from 1 SSD + bought a new monitor, yet the issue still persist. Here is an example from battlefield 3, (max settings super sampled to 4k, issued still persisted in all other resolutions)

furter away u are, lower resolution textures are used, its called mipmaps
increase anisotrophic filtering to 16x, if it doesnt help, set negative lod bias to clamp (alongside with AF)
