Any More Advice On This Build?

Hey guys! I posted in here once before asking for opinions on my first time build setup and I've made quite a few changes since then.

I already ordered the case, monitor, and keyboard because of good deals.I also do not need an OS. I am planning on getting an SSD and better speakers in the future but not right now because of my budget.

Power color is about the same, maybe better than the sapphire but it's currently at a good price. Also the case already has a blue led strip /tint so no need to do extra work. Here it is:

Go for a hyper 212 evo, a Z87 board either by Asus, AsRock Extreme, or Gigabyte, get a Powercolor hd 7950, a blue case fan, Corsair TX psu, Get a monitor for 145 with 144hz ( should be by Asus last time I checked), get and get an Asus optical drive. All the things I could think of :)
 


I can understand the change to the hyper 212.
Which cheaper Z87 board do you recommend?
Does the Powercolor have better ratings than the Sapphire?
I was gonna switch out the pre-installed blue case fan with the red to make a red/white scheme
