Question any software that can magnify screen? otherwise than windows 10 default

I know windows 10 has default magnifier by pressing windows key and +
but it cannot choose to magnify part of the screen, I am watching films in another language with
subtitles at the bottom but the text is too small so I'd only want to magnify part of the screen.
Any reliable software to do this job??

A lot of pages that look crappy so I am not sure which can be trusted and virus-free
