Any way to permanently delete a file besides using shift+delete?

Running Windows 8 on a 2 week old Lenovo Y410p, the weird issue is that whenever i use shift+delete to permanently delete a file, iTunes start playing music after i press enter for YES. Is there a way to set up a new shortcut or hotkey that will perform the same command?

Shift delete just bypasses the recycle bin it doesn't actually delete the file permanently, just marks it as usable space by the OS.
