Anyone else get REALLY terrible fps for AC4?

I have a gtx 760 and an amd fx6300 at stock 3.5 and I am getting fps in the 20s in cities while I can get 60 fps in other areas. A couple of times now, the game has crashed after dipping into the 10s for fps. I can run some very intense games on my system with maxed settings at 60 fps like skyrim and metro last light but the frames are unbearable for this game.Any ideas on how to boost the fps?

It is not an issue with your hardware it is the game poorly optimized since you can run other games fine try updating graphics drivers to latest see if it helps.
