So this is the first smart phone i have ever had, and im not familiar with them or the android platform so please bear with me while i try to explain this.

I have a new smart phone an LG tribute that i just got. It is currently running android 4.4 kitkat and for some reason, all apps are only able to download and install to the internal memory. I have a 16gb SD card installed and it does see it, and i can move some items to the card manually. However im wanting all downloads and installs to happen on my SD card, and i do not see an option anywhere to set my phone to do that. How would i be able to do this Without rooting the phone? Im afraid to root it cause i just spent alot of money on the phone and the plan and i dont want to have to re-buy it again.

Thank you in advance.

No way to change app location without rooting, even then not all apps will be movable.
If you are having issues with enough space for programs you will need to upgrade the phone to one with more internal memory.

Keep in mind that the storage space the vendors list is for the bare clean phone with nothing on it. If you see 4 gig internal storage, that usually means under 2 gig of free space after the base OS and carrier apps are installed.
