APU's CPU Clock halves when APU's GPU is loaded

I have a little problem with my CPU clock. It keeps getting halved when the APU's GPU gets a load.
I disabled AMD cool and quite, my power settings to high, even putting the APU to stock settings still halves the CPU Clock. Its not a temperature problem. Anyone experience this?
CPU: AMD r6 7400k
GPU: AMD r5 7400k
HDD: 250gb
OS: windows 7, also windows 8.1 does the same.
Motherboard: F2A58M-HD2

Cool and Quiet cannot always be disabled. CPU's these days adjust their clock speed dynamically depending on the workload. This is done to save power, and match the performance needed.

Try running a CPU intensive task, such as SuperPi, and see if that clock speed does not come back up.

how do you know it's not a temp problem?

temp issue. disable all the c-states just in case, disable turbo boost and disable apm, see if that helps(though i doubt it will, you probably need to replace your cooler) if its the stock cooler than don't look any further and get a new high performance one

how about hwmonitor? check temp and try prime95. pc cases get dusty.

Opps, sorry mate, I think I kinda rushed that "select best answer" but I would of never found out about the shitty thing amd did to their apus. You know that low tdp from them apus? Well AMD throttles your cpu when your igpu is loaded making look like a low tdp. I fixed it with a pstate editor called AmdMsrTweaker http://www.xtremesystems.org/forums/showthread.php?277724-New-tool-AmdMsrTweaker.
