Yep, on most MoBos, BIOS is saved on a chip on MoBo and is independent of HDD or RAM, ie, all updates are permanent unless you replace the chip (which you won't).
The bios is a separate from your hard drive. It is located on your motherboard and allows your computer to boot properly. When you upgrade it or "Flash" it is permanent change to it. One word of caution, you don't want to reset your computer while it is upgrading it as it can brick your motherboard.

Ok i just tried to update through the M-flash utility for my BIOS on my MSI z87 G-45 Mobo. I did 2 updates already and now the third one freezes. And yes I made sure it's the correct Driver for the correct Mobo and yes I've already done 2 successful updates before the 1.3 update. 1.3 keeps freezing. And yes I've already save my BIOS settings to my USB Thumb drive. It boots just fine so i tried the latest update 1.19 and it freezes as well with the correct steps suggested by MSI support. Should I try through CD/DVD, stop updating or contact MSI support.
