Are GeForce GTX 650 2GB and new psu compatible with my mobo?

I have an HP Pavilion HPE h8 1020 and I want to install a GeForce GTX 650 2GB 128bit gpu to make rendering 3D animations faster. But the GPU needs a 400W psu, so I will have to upgrade that, too. The PC has a Pegatron Carmel mobo.

Can I upgrade the psu? The psu I'm looking at has a 20+4 pin mobo connector. I don't know what kind of connector my mobo has. I'm not sure what other specs are important to look for in a psu. The one I am looking at is only $15. Is there a reason to spend more on this?

Am I correct in thinking that once I do upgrade the psu, the gpu will be compatible with the mobo?

OK. It is a standard H61 board with LGA 1155 CPU socket. A modern PSU with 24 pin ATX connector and a 4+4 CPU power connector are what you need. A $15 PSU is not suitable for what you need. It will be too fragile for your high-performance requirements. TigerDirect sells no PSUs under $50 that I would choose to use in a gaming system.
