Question Are GPU values supposed to fluctuate like this ?

I've been having a lot of stuttering issues with recording my game play and was curious if a GPU's values for Voltage, Clock Speed and VRAM clock speed are supposed to vary. If so is that normal?

That looks pretty wrong to me. If I were you, I'd run DDU and re-install the latest Adrenalin drivers. If that doesn't do anything, then it's possible that your PSU isn't running within spec or your card's power distribution system is defective.
