Are my cpu temps normal

I just put a new PC together, I'm running an intel i7 4790k, Asus maximus VII hero mobo, Asus matrix GTX 980, and Cooler Master Nepton 140xl cpu cooler with artic silver 5 thermal compound. My idol temps are around 30c, under load and that is playing The Witcher on max setting (this first one not the witcher 2) they jump up to as high as 66c. My GPU jumps to about 55 - 58c This seams high to me I have never ran a water cooler before so I don't have much experience and especially since The Witcher is an older game, am I going to be running into problems with temps as I start to play more graphically intensive games? I also ran the intel benchmark in test in Intel Extreme Tuning Utility and my temps jumped up to high 70's to 81c. I hear the pump running so I know the water cooler is working, I have it connected to the cpu header and the two 140mm fans are on a splitter for the cpu_opt fan header. My case is the HAFX, I two 200mm fans on top for exaust, a 230mm in front and 200mm on side for intake.

Same exact problem here - 4790k with 140XL, MX-4 paste.

30ish idle, mid 60s under load.... so frustrating. I have removed, re-thermal paste 3x now... not helping. Does this cooler just suck on this CPU, or did we get a bad batch?

No, not a bad batch, I'm not certain, but the 4770's had the option of popping the headspreader with a razor blade and reapplying the thermal paste under there. I can't be sure, but its probably the same possibility with the 4790's, though somebody will need to confirm that because I think I read something once about 4790's heat spreaders being soldered to the chip.

I figured it out, and am surprised I haven't come across this anywhere in the instructions or online: The pipes have to be at the top of the radiator. I had them on the bottom. This setup doesn't seem to work, as I flipped it out of curiosity and it works well. Stays in high 50s under load, and had a max temp of 62C in prim95 26.6.

I can't say. That's the only change I made, and now I have better temps. Unless maybe there is/was something wrong with my pump. Seems to be fine now.

Let me know if you find any solutions.
