It’s at 70 C that you should become more attentive to your components and get your fans working harder if possible. Breaking 85-90C is a little dangerous. This is assuming you put a decent load on the Pc.
Depends on the CPU. Core temps on a 8350 should not go over 62C. But I also don't think that turning down a case fan is going to have a major impact on CPU core temperature. So if it is over temp now, it was probably over temp before.

if they are at full load then the temp are in safe values no need to worry

If your sources say that the max temp for a safe cpu is at XX*C, then either get better fans, make sure your fans are not obstructed in any way regardless, or replace anything that may be dying. It is dependent on cpu. Forgot to mention my previous comment was an average. Whoops.
