Are small stutters or occasional hitching normal in games?

I just got this PC not even 2 weeks ago, and sometimes when I'm playing games I get this freezing or stuttering that doesn't even last a second most of the time, like the game is loading stuff around me. Though it's really bad in skyrim and fallout New Vegas and i'm not really sure why. I have a EVGA GTX 980 and a i74790k.

What is the frequency of these hitches. Pretty much all games will do it once in a while, but if it is happening more than once per 1-5 mins in ALL games, then something could be off.


On skyrim I get it at least 5-6 times in under 3 minutes. In fallout New Vegas, a little less, about once or twice every 5 minutes or so. I get it worse in Fallout 3 for some reason. I get it every so often in euro truck simulator and Metal Gear Solid Ground Zeroes, I don't know it's really weird. I see other people with the same, or even less powered PC's than mine and their games look great. And also, when I play skyrim for some time, the PC just shuts off, no warning or anything. I just recently installed The Sims 3, and it's REALLY choppy, like it's using integrated graphics or something, but I know it's disabled. it's confusing, thanks for your help.
 
I just tried the same game on my brother's computer with a 670, and it runs flawlessly, so now i'm convinced there's something wrong with my setup but I don't know what, the temperatures are always at 60-65 degrees Celsius. weird....
 


What is your PSU, and what is running at 60-65C? The CPU or GPU? Both are critical. CPU temps need to be a bit lower than GPU temps.
 


Oh I should have been more clear. My CPU runs at 60-65 Celsius sometimes, other times it's in the 40's. My GPU is at 52 degrees Celsius but it goes up to 60 every now and again, right now but I'm just playing Fallout new vegas. And I'm sorry I have no idea what my psu is, someone else built the computer, I know just about everything else (i think). I can have him come look at it but I won't if what i'm experiencing isn't an issue. Maybe it's the game and something to do with an incompatibility with my card because it's sorta new? I don't know, is it an issue? I guess it turning off randomly when I play games is sort of an issue though, haha. I wish I was tech savvy.
 


Hm okay, I have a box of it around somewhere. Though I'm pretty sure it's from corsair. The HX series I believe? I'll double check.
 


Well I asked about it, he says my GPU is TOO powerful, and that I might have to dial some setting down to get it to run smoothly. Now I don't know jack about computers but i'm pretty sure that doesn't make sense. Agh...I have no idea what to do. Thanks for the help though.

 


Well I haven't found the box and I don't have the tools to take off the side of the case at the moment. I have this thing called AI suite, it came with the motherboard. Could that be interfering with anything? Should anything in my BIOS be set to auto?
