Build Advice Are these components decent enough for an i9-13900K and an RTX 4090 ?

An acquaintance of mine has an i9 13900k and a RTX 4090 FE, and wants the rest of the parts for a complete build, unfortunately the budget is a bit restricted and given Indian market the stuff is usually a bit more expensive compared to western countries, so is this good enough for those two, am i missing something OR would you suggest something better?

Motherboard:-
MSI pro z690 a-wifi DDR5

RAM:-
[64GB is a must, they'll use it for some heavy stuff]
4 X ADATA xpg hunter DDR5 5200MHz 16 GB

CPU cooler:-
Thermaltake TOUGHLIQUID 360 ARGB

PSU:-
Corsair RM1000e

Chassis:-
Corsair 4000D airflow

Storage:-
Crucial P5 plus 1 Tb

Samsung 980 1 Tb

This is the most i could think of given the budget, if i need to change anything, please suggest components of about the same price, thanks.
 
I would look into Z690 model with DDR4 support and USB Bios flashback feature to cut down cost.


How much is the Toughliquid 360? is that the cheapest one you could find?

I would suggest the Arctic liquid freezer II cuz it got thicker radiators than competing models, but i dont know if its available in the following:

What is the main use for this pc?
If it is to be used for multithreaded batch apps, then look to a strong liquid cooler.
OTOH, if it is used for gaming, then a good air cooler would be simpler and more reliable.

Seems to me that a single 2tb m.2 ssd would be simpler to start with.

It is indeed, the freezer II is both expensive and out of stock.

AI training of sorts, most of it went over my head and this is the only word i caught on.
Seems to me that a single 2tb m.2 ssd would be simpler to start with.
We changed that afterwards, though we had to settle for a WD green due to budget issues
 
Looking again at your initial specs, I must ask about the ram.
Why Adata?
Is that a single 4 stick kit?
Ram must be matched in a single kit to operate properly.
13900K runs ram in dual channel only so 4 sticks will perform no better and will cost more.
Now, ram is available in 24gb modules.
I would look at this g.skil 96gb 5600 speed kit:

If budget is an issue, consider an air cooler like the noctua NH-D15 at half the price.
Here is an article on 13900K performance with less than top end cooling:

Dis you know that aio coolers do not last forever?
In time, air intrudes or the mechanical pump fails or gets clogged.
Budget a replacement in 5 years.

As to ssd, consider the 2tb Intel 670P:
It is cheaper than the wd green, and has a much higher endurance of 740tb vs. 100 for the wd green:
Intel warranty is 5 years vs. 3 for the WD green
