Question Are these dead pixels?

I'm wondering if this is something that can be fixed.

Sounds like if they're just dead pixels then they can't.

I've also read that you can't return or exchange a monitor unless some kind of dead pixel threshold is met and if these are dead, it's only two so I don't think I meet it.

If you can't wipe them off the film with some screen cleaner, yes. But like you say, only two is probably below the refund limit. Unless you bought it recently from a retailer like Amazon or Newegg.

There are "remedies" out there, but I haven't tried them.

Try running this deadpixeltester in fullscreen (f11) to see if they remain "dead". Sometimes it can be a "stuck" pixel that can be reverted through quick color changes. If they remain dead on each color, then they are indeed dead, but atleast this will give you peace of mind before making your next move.
