Found 2 budget options in my local store that have open top for air (original website links below):

Three front fans are covered with glass. Is that bad or not? This one also has magnetic dust filter at the top, don't know how good is that.

This one is a bit small. Says 160mm height CPU cooler limit, however mentions clearance for 163mm (which is what I would need for Cooler Master Hyper 212).
Also nothing about dust filters.
And then there is this... Quite expensive but has everything including dust filters, more space and cool design and could easily fit in Noctua NH-D15S cooler for CPU (however nobody told me yet how much this cooler would be better than the CM Hyper 212).
