Are these normal idle temperatures for a Core 2 Duo?

Actual idle temps are between 63-66*C. Is this normal?

For an idle temp with stock heatsink, it should roughly be around 35-40C top.
Those idle temps are way too high unless the room temperature is 40+ degrees Celsius.
Question 1: what is the room temperature where the computer is?
Question 2: have you checked that the CPU fan is operational/ there is enough airflow through the case
Question 3: have you replaced the thermal paste?

Any idea what an average idle temp should be for that processor?

Answer 1: Room temp was/is about 24-27*C. Warmer than i would like.. and noticeably hotter when my computer is on.
Answer 2: The CPU fan is working and the case is free of dust build-up. It is not the best case with only 1 front and 1 rear fan, none on the side(s).
Answer 3: I have not yet replaced the thermal paste, but intend on doing so asap.

Since my original post i have cranked ALL fans to a constant 100%. This has lowered the CPU idle temp from 66*C to about 48*C. Is that closer to normal or still way too hot for idle? I still intend on replacing the thermal paste asap..

So since i maxed out the fan speeds its not that far off considering the room temp is high, correct? Perhaps replacing the paste like you guys have both said and/or maybe a new heatsink/stronger fan might bring it down to a normal temperature? The thermal paste, i am guessing, is probably around 6 years old..
