Question Are these temperatures normal?

I just upgraded my mobo, cpu, ram and AIO cooler. I see some unusual temperatures. Please see below:

Idle:
CPU LoadTemp
2-4%43-45 C
~1055-58 C

Prime95:
89-100%58 - 66 C

Cinebench:
100%78 C

Liquid Temp: 27 - 28 C (stays at this temp when idle or stress testing)
Room temp: 74

Here is my system:
AMD Ryzen 7800X3D
MSI MAG Tomohawk X670E Wifi
NZXT Kraken 280
1080 Ti (will be upgrading soon, hopefully)
Corsair Vengence 2x32 6000 (CL30) - Using Expo
Enthoo Evolv ATX
Fans setup:
3x Corsair ML140 PRO LED fans on top pushing air out
1x Corsair ML140 PRO LED fans in the back pushing air out
2x Corsair ML140 PRO LED fans on Kraken 280 radiator inside and 2x fans (that came with Kraken 280) on radiator outside pulling air in (I think it is called push/pull?)
Total Fans: 7
Power Setting: Performance
CPU Frequency constantly fluctuates between 4.5-4.9

These temperatures might be fine but I am also noticing that temperatures fluctuate very fast. For example, when idle (2-4% load) the temp is around 45 C, if I open an application and the CPU load jumps to 10 - 15% then suddenly the temperature shoots to 55 - 58 C. Same thing happens when load reduces and temp suddenly falls 45 C.

Is 45C idle temperature good given my setup?
Shouldn't temps increase and decrease slowly rather than this fast? Does this mean any issue (thermal paste etc)?
Is my fan setup good?

These are not unusual temps. They could be a little bit lower maybe but even if they were a little bit higher, performance would remain the same (except if throttling of course).

The CPU is just warm basically, except when running Prime95 and Cinebench when it gets hot, but that's normal. It's not getting close to 95-100C

I'm getting 37C idle on the i5 13600K with a Noctua NH-D15 with both 140mm fans running.

Chipset and MOS are 36 and 35C respectively. I have three case fans (2 intake, 1 exhaust, front/rear). My ambient temperatures are mostly cool.

With an AIO cooler, i would expect your temeratures to be lower as well. in the 30s like you say. Maybe your case is hotter? Room temp is basically fine.
So something is a little bit amiss. Not a real problem, but just a little bit more hot than expected. Your setup is able to cool things and keep them cool. ...but it could be cooler.

What are your system temps? You should be able to read system sensors on the mobo.
