Are these values normal ?

Solution
Everything looks normal. Temps are normal. Btw, the i5-4460 has a locked multiplier so you can't actually change the frequency unless you overclock your base clock, which overclocks your whole system and can easily become unstable.
4460 Tcase is about 72.72°C so you don't need to worry about if it's under 67 or 68
i'm using 4570 with Stock cooler and under heavy load it's about 60 to 65

You won't be able to see the Tcase temp with monitoring software as it is different than core temp. Core temp is what software reads and 95-100C core temp is the point that the Intel CPU would either throttle down or shut down to avoid damage.

Here is an Intel Temperature Guide - http://www.tomshardware.com/forum/id-1800828/intel-temperature-guide.html

never knew that thanks for the pointing out. :)
