Hey there, a few days ago I noticed a lower frame rate than usual. My specs:
CPU: I5 7400
GPU: gtx 1070
RAM: 8gb ddr4 2133mhz

I did a test in a game that I used to hit 60 fps no problem almost maxed out, GTA V, (I did had vsync on, still have).

Yet this time I reached only 40fps max, even lows of 20. I used Afterburner to see the usage of my components, the GPU stood in 50%, the CPU stood in 70% while the RAM was 7.5gb used.

The temperatures were fine by the way. Does this mean it is time to upgrade to 16gb of RAM? I do have a lot of background apps opened

The remainder is probably used by your OS.

16GB is the go to for gaming now, often 8GB can leave you short, but 16GB is more than you'll ever need in modern games. Especially more so if you are running background apps which will all use RAM.

When you expend you RAM, you start moving into virtual memory, which is on your storage drive, so data transfer for your applications becomes significantly slower and can cause slow downs.

Obviously also worth making sure you have all latest drivers installed and that CPU and GPU temps are not too high for obvious reasons.
