Arma 3 20 Frames Per Second

I've been trying to start playing Arma III again now for a while, and I am getting about 80 FPS in single player, and online I am getting about 20. The funny thing is, I get 20 FPS no matter what settings, Very low, 20 FPS, very high, 20 FPS, ultra, 20 FPS. I've been told that with my system specs that I should be able to run the game on ultra settings at at least 60 FPS. Here are my system specs:

Processor: AMD FX 8350 @ 4.0GHz
CPU Cooler: Coolermaster Hyper 212 EVO
Video Card: NVIDIA GTX 770 ACX cooling
Motherboard: Asus M5 A99X
RAM: Corsair Vengeance 8GB (2 4 GB sticks)
Hard Drive: Toshiba DT01AC100 1TB Hard drive

If anyone could give me advice on how to fix these issues or what I need to do/purchase to fix them, let me know, or if any additional info is required, I'll post them for the requestor.

Try system restore, or uninstall all programs you don't use. Also check for malware or viruses

Why do you say Viruses? Should I be able to run Arma on Ultra? I'm getting an SSD tomorrow if that would help a bit

Your PC config is very good - so yes. SSD can help too - your PC will be start up 5x faster (friend has too SSD)
