Arma 3 extremely poor fps in single player not multiplayer

So I have looked around and I have seen a lot of people talking about having extremely poor performance in multiplayer but usually are fine for single player. I'm having extremely big problems with single player however. Regardless of what settings I use, ultra or low I get around 10fps. I had modded arma before playing so I uninstalled the mods and reinstalled arma but even with vanilla arma I still get sub 20 frames at best. In the configure options the arma fps counter tells me I should be getting 100+ frames on low and around 30+ on ultra. I have an i5 4670k and an r9 270x toxic and 8GB DDR3 RAM so I should be able to run it decently regardless of the poor optimisation of the game. I even tried using the launch parameters that people have said worked but to no avail. Any help would be greatly appreciated.
 
have you overclocked your cpu at all?

you can try a clean install of your graphic card drivers. i'd also suggest you investigate the temps your cpu is running at. typically this type of problem (if it is not driver related) is temperature or poor overclock related.
 


My case isn't big enough to safely allow for overclocking but surely the 4670k should be able to handle arma no? As for the temps on both my CPU and GPU they are both sitting around 40 celsius and seem as though they are barely being used.
 


Just did a clean install and still the same problems. I can't figure out why the frames are so bad. Even at low settings on the vanilla campaign i'm playing a literal slideshow?


 


Okay so I downloaded MSI afterburner and did two tests on arma 3. First was with a lot of mods installed. I ran it for about 20 minutes. The settings were set to mixed high and the arma fps counter showed I should have been getting around 80 but obviously all the mods brought that down to around 10-15 as I expected. These next screenshots are from running vanilla arma at the same settings as with the mods so I should actually be getting the 80 frames

When I first started for a few minutes I was actually getting a stable 90 but after every few minutes the frames would begin to deteriorate. I stuck on -sync and even while fraps showed it was sitting at a stable 60, it looked to have a lot lower frame count than 60. After around 20 minutes of playing the campaign the frames had deteriorated to around a constant 35, like before if I kept playing it would eventually reach around 15 frames.

I'm not sure what's going on. Although I had better say that the copy I have is a torrent so could it be that, that is what is causing the performance issues?
 
on the second batch your gpu is the clear bottleneck. on the first batch "something else" is maxing out... but we don't see it.

-it could be the mods are breaking the game in the first one. i don't know what's happening there, i do know neither the cpu, nor gpu is fully functional in it.

here is my thought.

the r9-270x probably isn't able to play the game on high/ultra, and is bottlenecking you without the mods. meanwhile with the mods, something is breaking the game, so even with better hardware you'd probably have an issue.
