ARMA 3 Low FPS

I have had Arma 3 for about 9 months now. Up until a month ago, I was getting 30+ FPS on single and multiplayer on very high settings using an overclock. I went to play one day, and all of sudden my fps were terrible on either single or multiplayer. It peaks at 8 fps and reducing the settings does nothing. I really have no idea why its happening. I don't know if its the game, my computer, or what. I really don't want to go through the pain of downloading it all over again if I don't have to.

I have a ASUS ROG G750JM with a i7 processor and a GeForce GTX 860M.

Please let me know if theres any other information that might be useful.

Temps ? and what is the usage of GPU and CPU and RAM ? .. and be sure there is nothing working in background takes a lot usage from CPU and GPU and RAM

Using the MSI hardware monitor:

GPU1 temp: 82F
GPU1 usage: 0
GPU2 usage: Zero, with spikes up to 2. Highest spike was 11.
CPU1-8 temp: Average probably 93F
CPU1-8 usage: Spikes up to 40 with highest being 70
RAM usage: 3550

The GPU Usage was 0% During play! WTF ..this is weird .. other games is fine ?

Might be running off intel graphics check settings and make sure its using 860m
