ARMA 3 running bad on R9 290?

Alright its my turn to teleport back to newb-land.

So recently bought Arma 3, And me with my R9 290 thought i was going to be all swag like and get 60 fps, that didnt turn out. At the moment i usually get anywhere from 20-30 frames, is this normal or really bad? I think it may be my processor, it is only a FX-8350 running stock clock, and no my board does NOT support OC.

my build atm is:
R9-290 MSI gaming edition 4gb vram
some gigabyte board
FX-8350
corsair 750 watt PSU
2 ssd's, one for windows, one for games (arma is on ssd)
Windows 7 HP (what else?)

As others have said, the Arma series in general is absolutely terribly optimized. Part of the problem is if you are playing on servers with lots of scripts, such as Altis Life, wastelands, epoch or the other hundred custom game types. The more scripts running the more your computer has to do as well, not just the server. So even if you get 200fps in single player you will likley be down to less than 35 in multiplayer.

There are a few things you can do to help with this though, such as editing the startup parameters. By default nothing is set, so the box will be blank. You'll wanna open steam, right click the game in the library, properties and then find the startup parameters box. As for what to put in it, this page here lists all of...

An example of how to space them is: -nosplash -skipIntro -maxVRAM=<number> with no space before the first dash in the box.

If you use a bunch of the commands that sound good to you and put the right info in this game sometimes increase fps by 15-40 from what I have seen from myself and my friends. On some servers however, with all the scripts, some of the settings may not make much of a difference at all if any depending on how its all set up.

Besides the startup options, there are settings you can change outside the game in the .ini files to make the game look worse than the lowest settings in exchange for fps. For instance turning shadows off entirely rather than just on certain things and crappy looking.
