Question Artifacting issue in games and turning on monitor

Hello, I have a ASUS PG27AQDP 1440p 480hz monitor and just recently got a 7900 XTX that I put in my system.

So, I previously had my old 2080 TI in my new PC whilst waiting for my Sapphire Pulse 7900 XTX that I got off of Amazon.
My 2080 TI had ZERO issues prior just for reference.

I only used DDU after installing my 7900 XTX, which in hindsight, I am now starting to regret because I just figured that windows won't use the Nvidia drivers and I'll use DDU/uninstall geforce afterwards with little to no problems (because of the 5 PCs I've had, I haven't ran into many issues ever). At first for a while, the problem was my HDMI not being detected when turning on my monitor and I annoyingly have to replug it in, but now this morning, I turned on my monitor and I was met with these weird pattern artifacts.
I turned my monitor on and off about 4 times after replugging twice and it finally went away.

When I first got the card, I was having what looked like periodic HDCP snow/horizontal static line flicker in espeically modern games ONLY.
Baldur's Gate, Devil May Cry 5, Marvel Rivals, etc
A fully modded Skyrim that pretty much fully utilizes the 24gigs of vram, I haven't seen an artifact once or pixel games like Quasimorph; games where system temps are lower seem fine.
I have always had a second TV/Monitor plugged in and that display has had zero problems or issues. (no cross display artifacting so hopefully not a GPU problem)

I previously was using DisplayPort instead of HDMI, but I noticed that the artifacting was a bit less on HDMI so I opt'd for that; I have also tried every DP port and all have static horizontal line artifacting issues.
I have tried 3 different DisplayPort cables that I got off of Amazon, one that came with the monitor, 54gbps, and 80gbps until I realized that this monitor is permanently capped at 32.4gbps....

Unfortunately, I kind of got scammed as I was a fool to look at Amazon reviews saying that this monitor supports DP 2.1 but it actually doesn't (it's a complete waste) and I couldn't return it because it was 4 days after the 30 day return window (waiting for all my parts took so damn long that I couldn't test everything); I do not know if this is a bandwidth problem or not as I'm new to artifacting issues.

Just to clarify, I have the horizontal staticy artifacting happen consistently both on DP and HDMI but I have only tried one HDMI cable (which is the one that came with the Monitor); it is just less frequent on 2.1 HDMI vs 1.4 DP. This used to only happen in espeically more modern games but now, this is the first time I've seen it on my desktop which is more concerning.

I also read that this specific artifacting pattern might be a RAM instability problem and I do have my Corsair CMK96GX5M2B6000Z30 overclocked.
CL30 6000 DDR5 and the latencies have been tightened following Buildzoid's video on 9800X3D.
I also use Wallpaper Engine and have read that it could also cause problems sometimes but I haven't really much of a clue if that's true or not.

I am here trying to figure out if this is a monitor problem, driver issue, HDMI or DP cable/some kind of weird DSC bandwidth issue, or if my GPU needs to be returned because these issues are seeming to get more frequent and would appreicate any help.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I only used DDU after installing my 7900 XTX, which in hindsight, I am now starting to regret because I just figured that windows won't use the Nvidia drivers and I'll use DDU/uninstall geforce afterwards with little to no problems (because of the 5 PCs I've had, I haven't ran into many issues ever).
Use DDU in Safe Mode to remove all GPU drivers(intel, Nvidia and AMD) then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

I also use Wallpaper Engine and have read that it could also cause problems sometimes but I haven't really much of a clue if that's true or not.
You might want to disable as many unnecessary things in your StartUp entries as possible and see if that helps. Once you've established that there aren't any artifacting after disabling them, try and enable them one after the other, rebooting after each entry is enabled.

I used DDU when I first got my AMD card but with Nvidia drivers still installed on my OS.
I installed adrenalin with the driver but I read here that I must run it twice when switching brands (only ran it once).

I'll try getting the driver from AMD's website, running DDU twice, and then installing the minimal version afterwards to see if that solves things.

Well, so I've discovered some new findings.

I found out that even after using DDU nvidia had a ton of service processes and telemetry still enabled...

Disabled all of those nvidia processes, removed the folders, and now I'm about to run DDU again, twice, to make sure it's all gone from my system for good.

I found out that 1440p 480hz + a TV running @ 60hz is too much I guess for my monitor in certain games which is causing the HDCP snow/forced DP 1.4 32.4gbps/HDMI 2.1 45gbps low bandwidth problem/horizontal static flicker lines; older games are fine though?

Unplugging the TV, no more artifacting with 1440p 480hz in games.
If I want to play certain modern games with both my monitor and TV I HAVE to set it to 360hz and bam, no more artifacting otherwise I must unplug the TV.


When I Alt-tab out of the games with artifacting/static to another window or the other monitor I noticed I no longer have any issues and only when I alt-tab back into game does the horizontal static flicker continue.
I also read this could be a vram clock/GPU clock issue or an issue with the GPU clock speed being too low but again, unsure exactly?
My vram clock speed is stuck at 900 at all times on my desktop and I am unable to downclock the speed.
GPU Tweak has my clock speed minmum set to 5000 and in-game it says I am clocked at 4925ish but on Adrenalin it shows about 2500.... something doesn't seem right here because my card doesn't even reach 5000..

Also, I discovered something new and odd.
Whenever I enable VRR my monitor will completely artifact like the screenshot above.
For some context, FreeSync has never really worked on my 7900 XTX, it flickers all the time and causes nothing but issues and problems for me so I've had it disabled for about a week.
Now, and this is a new issue where everytime I enable VRR it completely and consistently artifacts.

I could try reinstalling the 2080 ti to test it but it already did work flawlessly for 25 days with both my TV and 1440p 480hz monitor before my 7900 XTX got here so it seems like a AMD issue.
Driver or GPU issue.

Edit: So I re-ran DDU and as it turns out, my 2080 ti drivers and all Nvidia residual were never actually removed the first time I ran it somehow...
Now it is removed from my PC, I tried turning on VRR and it still artifacted on my desktop, HOWEVER, when I got into a game and turned it on - bam all flickering issues and problems that I once had with it are totally gone; freesync is now totally functional with no issues alt-tabbing to the desktop.
It appears since my monitor is no longer running at 480hz all the time due to VRR being disabled with some of the games I play, the variable refresh rate means that the artifacting is gone as well due to more modern games running at about 170-350 FPS anyways.

It appears to be a driver issue all along and DDU didn't properly uninstall my 2080 drivers the first time through... but I'm still unsure if it is fully fixed yet.
