I'm having these issues with most noticeably GTA 5. Objects in the distance appear pixelated, some effects appear as giant pixels, and grass appearing pixelated sometimes. I can get screenshots later but if anyone has any ideas to the cause then please inform me.

Specs
GFX Card: Powercolor R7 260x 2GB
CPU: AMD FX 4300
RAM: 8GB DDR3
OS: Windows 7 64bit
Monitor: 1600x900 Native 60hz 5ms
I have the latest catalyst driver (The Beta one) and I use FXAA ingame and x2 MSAA

Solution
I've got this exact problem except that i got jaggies everywhere, even letters and 1080p videos on youtube look like 320p or whatever. I've got this on both my 1920x1080 and 1600x900 monitors. I even upgraded my GPU from a 760 to a 970 and still got this issue.
Before I finished downloading the game I had already installed the Beta Driver, I'll install the regular driver when I can and see if that works.

+1
Also, what DirectX version, and OpenGL version are you playing on? (what did you enable in your menu?)

DirectX Version 11, and my settings are set to medium. The card isn't overheating as far as I know. It sits at 40c-60c degrees when playing. And I do get a decent framerate when playing (40-60 average). I will be able to post screenshots when I get home later today.

Fair enough.
P.S.
If the thread dies, then feel free to send me a private message and or open a new thread and let me know. I will be more than glad to solve your problems :)

Alright, if this thread does die I will PM you with the screenshots.

It seems like a badly patched version of the game, either that or your catalyst has some features (in it's "gaming section") enabled, or something else that we're missing.
Do me a favor, install a program called 'Furmark', it's a GPU stressor. Run a test at your native resolution for 30 minutes, not the burn in one, and start observing your screen for temperature, usage, and make sure you notice if there is any artifacts or abnormals.

Then do me another favor and run the game at the lowest settings possible (excluding resolution, that keep on native) and screen shot the exact same scenes as you did above.

P.S.
Is there supposed to be an alien space ship, inclined inside a building? lol

Alright, will do.
P.S. Yes lol

You know, the more and more I gaze at those screenshots the more I think it's just the loading of the game's textures.
Just like in FC3 and FC4, the tessellation loading is quite similar to yours, however with a pretty cool touch from the coders...Like as if they knew it was going to load like that and decided to add a little cool affect to it so gamers wont think "ohh look at this shit its shit".

I would agree but I seem to be the only one seeing this, perhaps it's my monitor? I bought a VGA monitor on accident instead of DVI so I have to use a VGA to DVI converter. I'm upgrading to a better monitor soon though so if that's the problem then I will have it fixed. And I doubt this would be implemented by the Developers because it's so obvious and pretty annoying.

A DVI adapter wouldn't do anything if the monitor only supports VGA (In my opinion), so you're basically running the monitor at VGA through a DVI connector.
Although if it was the monitor it wouldn't behave like so, it would display those pixels everywhere any anywhere it possibly could; not just during the texture loading.

In addition, have you done the comparison of low graphical settings vs maximum graphical settings?
Although I am for the idea of buying a new monitor, VGA monitors unlikely support 1080p, and if you still haven't played at that quality then you're missing out on a whole new life my friend😀

I haven't played at 1080p on PC yet so I can't wait 😀. Not only is the monitor 1080p but it's 144hz and has 1ms response time. It's one of the cheapest 144hz monitors out there for $219 (It's the Acer GN246HL). My current monitor is only 1600x900, I play CSGO competitively so I need a monitor that's smooth and has a good response time. But I have played GTA 5 on low and max settings and the only time that it's not noticeable is when I set MXAA to x8 which pretty much kills my FPS, but the artifacts are still there. It's more than likely anti aliasing, I've changed my AMD Catalyst settings alot and it doesn't seem to change it, I've downgraded from the beta version as well and it looks the same. A while ago I used SweetFX in game and it seemed to fix it a bit by using SMAA instead of MXAA. Also sometimes when I enter a car at nighttime the steering wheel area shows up as a giant dark shadowy pixel.

Did you pirate or buy the game? Be honest with me, because pirated games can come buggy and out of the order due to many factors such as badly zipped files, missing files, corrupted files, just badly patched etc;...

I bought it on Steam a couple months ago, I pre-ordered it. I really do feel like it's my PC that's causing this, I'm going to reset my card to default settings when I get home and I'm also going to take the card out and clean it a bit.

Hold on a minute, you wanna tell me that you have overclocked the card?
"reset my card to default settings when I get home "

I have used AMD's Overdrive software to overclock it some but that's not causing it because I overclocked it after I noticed this. But I mostly meant to reset it for the fan, clock settings, and anything else in catalyst.
