Artifacts in World of Warcraft all over the screen

I have artifacts all over the screen in WoW that show up sometimes. When this happens I reset and they disappear. It's really annoying. I also have really low FPS in raids (20-30). Old old computers have 50-60 easy.

I ran newest 3dmark, heaven and metro last light benchmarks and got these temps:

Nothing is overclocked as you can see and I have installed the newest drivers:

What could be the problem?

Specs:

CPU: AMD FX-8350 | GPU: MSI Radeon HD 7950 OC BE 3GB| Motherboard: ASUS M5A97 R2.0 | RAM: DDR3 2x4GB kingston | PSU: Thermaltake SmartSE 730W | ViewSonic VA2349S 23" | HDD: 2TB + 400GB | Windows 8.1
 
Seems temps are actually cooler than what I'm getting with no load... 26-28 Celsius (78-82 F). I know, some of what I've said/asked are repeats.

What are some/all of your AMD CCC settings and game settings for graphics?
When did this problem first appear?
Is this from a relatively fresh computer/OS install?
Have you always used windows 8/8.1? Or did it start happening after ditching your previous OS?
Can you test your card in a friends computer and his/hers in yours? (preferably same card, same maker)
 
"It's in the 3.0 slot."

Not exactly the most helpful statement; as ALL the PCI express on board are all technically 3.0... and the slots may look the same, but might not operate at full capacity.

Each motherboard varies. *correction* A previous board of mine operated 16 full mode in the bottom slot with an adapter card in the top or 8 in dual/crossfire mode. Whereas yours operates at x16 and x4.

Blue is top most; towards the CPU (with an operating mode of x16)
Black is the bottom. (with an operating mode of x4)
 





Under load, e.g. what's occurring on screen during raid during intense fights, that doesn't seem like a ton of variability as far as FPS goes. I'm no longer certain what the artifacts are from /shrug :).
