Artifacts on Integrated Graphics and Dedicated Graphics

Ok so here it goes...
Recently I RMAed my graphics card due to terrible fps drops in games. During the time my new graphics card was getting shipped to me I was using my iGPU.
Well my iGPU (i5 6600k integrated graphics) was working fine up until I tried to play Fallout 4, then green lines went all over the screen and crashed the game. I didn't think anything of it since it never happened before.
Well now it is happening again! But now it is happening with my newly replaced R9 390 and the artifacts are even worse. Only a portion of the screen shown at a time, green red and blue lines appear on the screen, some games crash and spew artifacts everywhere (GTA 5) and some games work flawless (Fallout 4)
I thought it was windows 10 having the problems so I got out a spare hard drive and installed windows 7. The problem still persists.
I thought maybe it was the monitor or cable, nope. I tried it hooked up to a HDTV and there was still artifacts.
Note: None of this happens in bios
So far I have seemed to conclude it cant be the R9 390 (Althon Micro said they stress tested it and it came out succeeding)
It cant be the system RAM (Ran a windows ram test, Passed)
It cant be the hard drive (I switched hard drives)
I'm thinking it could be the motherboard or PSU, But I would like to know whats wrong or what you guys could recommend for me to test components.
